The April plenary session, held on Thursday 25, began with the monthly complaint against gender violence, by Montserrat Martí, representative of the organization Dones 21, with a complaint that focused on violence against women elderly women.
In the section of local level motions, the proposal of the Sant Feliu En Comú Podem group (SFECP) for the celebration of the 50th Martí Dot Poetry Prize was rejected by the plenary after receiving the votes against the government team (PSC, Tots Som Sant Feliu and Veïns per Sant Feliu) and the favorable votes of ERC, PP and VOX. The second motion of SFECP, for the adhesion and support of the network of climate shelters in the Metropolitan Area of Barcelona, was approved with the votes of ERC, PP and VOX and the abstention of the governing team. For its part, the Popular Party presented a motion for the promotion of care for celiac people in Sant Feliu, which was rejected after receiving the favorable votes of SFECP, ERC, PP and VOX, and the votes against the government team considering that what the motion proposes is already being developed in the municipality.
In the area of Attention to Citizens and Open Administration the extension of the Transitional Period was unanimously approved, as well as the extension until December 31, 2024 of the agreements taken at the November 2023 plenary session regarding the public service of management and operation of the Municipal Swimming Pool Complex. The third credit modification of the year 2024 was approved with the favorable votes of all groups except PP and ERC abstentions; and the modification of certain articles of the working conditions agreement concerning the local police was approved with the support of all groups.
In the area of Services to People a nominative grant of 26,000 euros was unanimously granted to the Associació Amics de les Roses de Sant Feliu for the year 2024, as well as competition grants to various entities in the field of sports, for the projects of the 2023-2024 season. The amendment of a material error in the 2023 grant award agreement for the Laurentius Foundation entity was approved with the support of the entire council.
In the final part of the plenary, three urgent proposals were presented . One to grant a nominative grant of 5,500 euros to the Sant Feliu Voluntariat organization for the 2024 annual project and to approve the corresponding agreement. In the second urgent proposal, grants were approved to various entities in the field of Citizen Participation to develop their projects. Both the urgency of the points and the granting of all subsidies were unanimously approved.
Finally, an urgent proposal was presented to suspend for one year the procedures for urban planning licenses for change of use or reform and change of use for the transformation of office, industrial and commercial premises into housing in Sant Feliu. During this time, a study will be carried out to assess the consequences of the change of use in lower floors and their compatibility, which will allow the development of regulations to be applied to the entire municipality of Sant Feliu. The proposal was approved with the support of all groups except the VOX vote against, and its urgency received the support of all groups except the abstention of SFECP.
The extrajudicial credit recognition of various accounting operations in the different areas of government (items 7, 8, 11, 15, 16 and 17 of the agenda) was approved with votes in favor of all groups except abstentions of PP and Left.
